H.R. 1158: Freedom First Lend-Lease Act
Congress's 2022 lend-lease law for Ukraine covered only fiscal years 2022 and 2023, so that faster route for U.S. weapons has lapsed. This bill would restore it for fiscal years 2026 and 2027. The President could lend or lease defense equipment to Ukraine without the usual limits on such deals, such as the five-year cap, and would have to set up expedited delivery within 60 days. Ukraine would still return or repay what it receives. The authority also covers Eastern European countries affected by the invasion.
Why it matters
Lend-lease lets the U.S. supply weapons to Ukraine as loans or leases, not only as sales or aid. The 2022 law that eased those terms for Ukraine applied only to fiscal years 2022 and 2023. This bill would restore them for fiscal years 2026 and 2027 and require faster delivery procedures within 60 days, while Ukraine still returns or repays what it receives.
