H.R. 7095: Ending Importation of Laundered russian Oil Act
U.S. law has banned imports of russian oil since 2022, but fuel refined from russian crude in other countries still enters the U.S. legally. One estimate puts such imports from three Indian refineries at $1.5 billion between January 2024 and June 2025. This bill would ban imports of fuel and other oil products from any refinery, anywhere, that uses russian crude. The ban could be lifted only on the terms of the current russian oil ban, including a russian agreement with Ukraine to withdraw and end the fighting.
Why it matters
Fuel refined from russian crude is still russian oil, even when it reaches the U.S. through a refinery in India or elsewhere. This bill would close that gap by banning imports from any refinery that uses russian crude. The sanctions law signed in September 2026 (Public Law 119-111) left this ban out, so H.R. 7095 is still needed to close it.
