H.R. 8433: Countering Russia's War on Faith Act
Directs the U.S. response to Russia's systematic destruction of religious freedom in occupied Ukraine. Designates Russia as a Country of Particular Concern (CPC) for severe religious freedom violations, mandates targeted sanctions on perpetrators of religious persecution, supports victim recovery, and codifies State Department review of Russia's State Sponsor of Terrorism designation.
Why it matters
Since Russia's full scale invasion in 2022, more than 630 religious sites have been damaged or destroyed in Ukraine: Orthodox churches, Catholic and Protestant houses of worship, Jewish synagogues, and Muslim mosques. Clergy across denominations have been imprisoned, tortured, abducted, and killed in occupied territories. H.R. 8433 mandates concrete U.S. action: targeted sanctions on perpetrators, Country of Particular Concern designation for Russia, victim support, and review of Russia's State Sponsor of Terrorism status.
