H.Res. 16: Recognizing russian Actions in Ukraine as Genocide
russian forces have killed Ukrainian civilians in mass atrocities, attacked maternity hospitals and shelters, and forcibly moved Ukrainians, including children, to russia or land it controls. This resolution would have the House recognize these acts as genocide under the 1948 Genocide Convention and condemn russia for them. It calls on the United States, with NATO and EU allies, to help Ukraine's government prevent further acts of genocide, and backs tribunals and international criminal investigations to hold russian political leaders and military personnel to account.
Why it matters
A House resolution does not have the force of law, but it puts the House on record. By naming russia's crimes against Ukrainians as genocide and backing tribunals and international criminal investigations, H.Res. 16 would add the House's voice to the effort to hold russian leaders to account.
