S. 2119: Abducted Ukrainian Children Recovery and Accountability Act
russia has abducted thousands of Ukrainian children. The U.S. has committed to helping bring them home but has no organized plan to find them, care for those who return and hold the abductors to account. This bill would let the Justice, State and Homeland Security departments train and advise Ukrainian investigators and prosecutors, including in biometric identification, and fund nonprofit partners. It would authorize medical, psychological, family and legal support for returned children, and let the President pay for this with russian state assets held in the U.S.
Why it matters
By April 2025, Ukrainian authorities had at least 19,546 confirmed reports of children deported or forcibly transferred by russia. This bill would authorize U.S. help to find them, including training for Ukrainian investigators, care for children who come home and support for prosecutions, and would let the President pay for it with russian state assets held in the U.S.
