S. 2978: Designating russia as a State Sponsor of Terrorism Act (Senate)
russia has abducted thousands of Ukrainian children, attacks Ukrainian civilians and is behind sabotage and assassination attempts in Europe, yet the U.S. has not designated it a state sponsor of terrorism. This bill would give the Secretary of State 60 days to certify that the children are back with their families and these attacks have stopped. Otherwise russia must be designated immediately, triggering legal limits on U.S. aid, arms sales, exports and financial dealings. Lifting it would require every child's return and three months without support for terrorism.

Under this bill, that designation follows unless russia returns the abducted Ukrainian children and stops its attacks on civilians. The Foreign Relations Committee approved the bill in October 2025, and it awaits a Senate vote.
