About

  • Elected: 2003 (4th term)

  • Background: Senior Republican Russia hawk

  • Statewide: South Carolina

  • Statewide partisan lean (Cook PVI): R+16

Background and record

Background. Lindsey Graham is a former Air Force JAG officer (full career retired colonel) who has served in the Senate since 2003.

Role in Congress. He is the ranking Republican on Senate Judiciary and sits on Foreign Relations, Appropriations, Budget, and Environment.

Position on Ukraine. Graham has been one of the Senate Republicans' most vocal Ukraine champions, having visited Kyiv repeatedly and authored the Sanctioning Russia Act (S. 1241). His personal closeness with Donald Trump combined with his Ukraine hawkishness makes him a uniquely positioned advocate.

Strategic Read. Frame asks in terms of Russia accountability, military justice precedent, and Republican conservative tradition on Russia.

Ukraine Record

  • Voting record on Ukraine bills: 57.1% pro-Ukraine (4 pro, 3 anti, on 7 clean votes)
  • Made multiple trips to Kyiv
  • Member of the Senate Ukraine Caucus

Advocacy Playbook

  • The Ask: S 3513 Decreasing Russian Oil Profits Act. Tightens enforcement of the G7 Russian oil price cap.
  • Why It Works: He has a close relationship with the Trump White House and can use it to neutralize opposition that is holding bills up.
  • Local Connection: Mention the Ukrainian community around Charleston and military families on nearby bases.
  • Avoid: Reintroducing him to his own bills. He knows them. Ask for committee votes.

Without this bill, hundreds of thousands of Ukrainians who fled the war and built lives in the U.S. face deportation back to an active war zone. This is the single most urgent protection for Ukrainians in America.

Hi, my name is [YOUR NAME], a constituent from [YOUR CITY/ZIP].

I'm calling to urge Representative [REPRESENTATIVE'S NAME] to cosponsor H.R. 3104, the Ukrainian Adjustment Act of 2025.

Hundreds of thousands of Ukrainians fled Russia's invasion and are now living in the U.S. on temporary status. They cannot safely return to an active war zone. H.R. 3104 gives them a path to permanent residency. It's bipartisan, it's targeted, and it's the right thing to do.

    Will Representative [REPRESENTATIVE'S NAME] cosponsor H.R. 3104?

    Thank you.
