Background and record

Background. Alex Padilla is the first Latino senator from California, appointed in 2021 to fill Kamala Harris's seat and elected in his own right in 2022. He is the son of Mexican immigrants and a former MIT trained engineer who served as California Secretary of State.

Role in Congress. He chairs the Senate Judiciary Subcommittee on Immigration and sits on Homeland Security.

Position on Ukraine. Padilla's immigration portfolio makes him an obvious champion for the Ukrainian Adjustment Act and refugee protection bills, and his ethnic background gives him credibility on framing Ukrainian refugees as hard working immigrants America promised to protect.

Ukraine Record

  • Voting record on Ukraine bills: 100.0% pro-Ukraine (7 pro, 0 anti, on 7 clean votes)
  • Voted YES on every Ukraine aid package
  • Not currently a primary UAPortal author

Advocacy Playbook

  • The Ask: S 3513 Decreasing Russian Oil Profits Act. Tightens enforcement of the G7 Russian oil price cap.
  • Why It Works: His Immigration subcommittee role makes him the single most important Democrat on refugee protection. Ask him to use it for hearings on Ukrainian refugees.
  • Local Connection: Mention the Ukrainian communities in Sacramento, Los Angeles, and the Bay Area.
  • Avoid: Broader foreign policy framing. Laser focus on refugee and immigration bills.

Without this bill, hundreds of thousands of Ukrainians who fled the war and built lives in the U.S. face deportation back to an active war zone. This is the single most urgent protection for Ukrainians in America.

Hi, my name is [YOUR NAME], a constituent from [YOUR CITY/ZIP].

I'm calling to urge Representative [REPRESENTATIVE'S NAME] to cosponsor H.R. 3104, the Ukrainian Adjustment Act of 2025.

Hundreds of thousands of Ukrainians fled Russia's invasion and are now living in the U.S. on temporary status. They cannot safely return to an active war zone. H.R. 3104 gives them a path to permanent residency. It's bipartisan, it's targeted, and it's the right thing to do.

Will Representative [REPRESENTATIVE'S NAME] cosponsor H.R. 3104?

Thank you.

Read this script naturally. It is a guide, not a word-for-word requirement. Staffers appreciate callers who sound like constituents, not robots.
